STAR Housing appointed McPhillips to resume the Racecourse Crescent development after the previous contractor went into liquidation in February 2024, halting construction. The £1.2 million scheme — a collaboration between McPhillips, STAR Housing and Shropshire Council — delivered 13 energy-efficient homes (six one-bedroom flats and seven two-bedroom houses) for local affordable rent, along with a new external access road and utility connections.
The homes feature air source heat pumps, photovoltaic panels, electric-vehicle charging points, and permeable road surfacing with solar-powered street lighting. The original planning permission was modified from mixed tenure to 100% affordable rental housing to mitigate the risks arising from the dual-contractor construction history.
This project has been by far the easiest of the completion projects I've worked on thanks to collaboration. Regular site meetings with a joint problem-solving approach, strong site manager leadership and an integrated team structure all contributed to the project being delivered on time and on budget despite the complexity of inherited incomplete construction.”
