Resurfacing the short-stay car park in Broadway.

Wychavon District Council appointed McPhillips under a JCT Contract to deliver car park resurfacing and associated civil works in Broadway, the gateway village to the Cotswolds and a major tourist destination.

The council required the short-stay car park to be resurfaced and issues with standing water resolved whilst maintaining the village’s reputation as a popular tourist destination. The project was completed during the quieter month of January to minimise disruption to the village.

The programme encompassed overlaying the entire car park, adjusting ironwork and kerbs, resetting wall coping stones, jetting and cleaning out gullies, and fully re-white-lining the car park. The client’s main concern was long-standing issues with standing water, all of which were fully resolved through the project.

The challenge

The project presented significant challenges despite its relatively short duration. The live car park had to be closed in the very popular tourist village of Broadway, requiring careful management of public expectations and communication. A public right of way running through the centre of the car park required careful management throughout the project to ensure safety and minimise disruption to pedestrians.

Winter weather conditions severely impacted the works, with one full day lost due to snow and a further two days impacted by heavy, persistent rain, all whilst working to a tight seven-day programme. The combination of challenging weather and tight scheduling created significant pressure on the delivery team.

The high-profile nature of the village meant the project was under considerable public and political scrutiny, with concerns about disruption to the popular tourist destination during the works. Coordinating the closure of a heavily-used car park in a busy village required comprehensive communication and careful management of public expectations.

The solution

All works were carried out by McPhillips’ in-house civil engineering gangs and surfacing crew, ensuring full control over quality, programme and health & safety.

Working within a live and high-profile tourist village, careful planning of the car park closure was implemented alongside management of the public right of way through the site centre to ensure safety and minimise disruption.

To enhance communication with the public, McPhillips introduced a new QR code system on closure boards, allowing members of the public to access full closure information including design drawings directly via their smartphones. This innovative approach to stakeholder engagement demonstrated commitment to transparency and public engagement.

The programme was tightly managed to mitigate the impact of winter weather, with daily coordination between civil and surfacing teams to maximise productivity and maintain progress despite snow and persistent rain. This integrated approach enabled efficient delivery of works safely and to high standard.

Value engineering enhanced the project by overlaying the surface with 40mm stone mastic asphalt rather than simple re-laying, improving durability and performance whilst streamlining the programme. This adaptive approach allowed completion more efficiently whilst delivering a longer-lasting, higher-quality surface than originally specified.

The result

The project was successfully completed to a high standard, on time and within budget, and with zero defects. The client’s main concern regarding long-standing issues with standing water was fully resolved, delivering lasting improvements to the car park’s functionality.

The entire car park was successfully overlaid, ironwork and kerbs adjusted, wall coping stones reset, gullies jetted and cleaned, and the car park fully re-white-lined to high standards.
