OVERVIEW
Broadway is the gateway village to the Cotswolds and a major tourist destination. Wychavon District Council required the short-stay car park to be resurfaced and issues with standing water resolved, while minimising disruption to the village. As a result, we were tasked with delivering the works during the quieter month of January.
CHALLENGES
The live car park had to be closed in the very popular tourist village of Broadway. The site also included a public right of way running through the centre of the car park, which required careful management throughout the project.
Key challenges included winter weather conditions; we lost one full day due to snow and were further impacted by two days of heavy, persistent rain, all while working to a very tight programme.
OUR APPROACH
All works at Broadway were carried out by our in-house civil engineering gangs and surfacing crew, ensuring full control over quality, programme, and health & safety.
Working within a live and high-profile tourist village, we carefully planned the closure of the car park and managed the public right of way through the centre of the site to ensure safety and minimise disruption. To enhance communication with the public, we introduced a new QR code system on our closure boards. This allowed members of the public to access full closure information, including the design drawings, directly via their smartphones.
The programme was tightly managed to mitigate the impact of winter weather, with daily coordination between civil and surfacing teams to maximise productivity and maintain progress despite snow and persistent rain. This integrated approach enabled us to deliver the works efficiently, safely, and to a high standard.
OUTCOMES
We had a seven-day programme to overlay the entire car park, adjust ironwork and kerbs, reset wall coping stones, jet and clean out gullies, and fully re-white-line the car park.
The works were carried out under very challenging conditions, including heavy rain and snow, yet the project was successfully completed on time and within budget, with zero defects. The client’s main concern was long-standing issues with standing water, all of which have now been fully resolved. All works were completed to a high standard, with no health and safety incidents throughout the project.
CONCLUSION
The original scope of works was to plane off 40mm and re-lay the car park. To enhance the project and provide added value, we overlaid the surface with 40mm SMA (Stone Mastic Asphalt). This not only improved the durability and performance of the car park but also streamlined the programme, allowing the works to be completed more efficiently. By going beyond the original specification, we delivered a longer-lasting, higher-quality surface while maintaining the tight schedule and minimising disruption to the village.
TESTIMONIAL
“Given the political nature of Broadway & how busy the car park gets with cars and pedestrians passing through, it’s been a great success to complete within the timescales agreed. A credit to everyone at McPhillips for a decent job.”
Jack Williams, Senior Engineer, Wychavon District Council
“Can I add my thanks also for a job well done, particularly under the circumstances of weather and awkward pedestrians!”
Martyn Cross, Head of Engineering & Parking Services, Wychavon District Council
